Second woman allegedly filmed in Perth toilets as police investigation expands

WA Police have laid an additional charge against a 21 year old man following an investigation into the alleged covert filming of women inside public toilets at Forrest Chase in Perth’s CBD.

The man, from Wattle Grove, was originally charged in September after allegedly using a mobile phone to film a woman inside a toilet cubicle at a burger restaurant.

Detectives have now identified a second alleged incident at the same location involving another woman.

The latest charge was announced on Wednesday, 21 October 2026, while investigators continue examining the man’s movements through other public toilet facilities at Forrest Chase.

First incident reported in September

According to the original WA Police statement, the investigation began following an incident about 5:30pm on Sunday, 20 September 2026.

Police allege the man entered the female toilet facilities at a burger restaurant and used his mobile phone to record a woman inside a cubicle.

The woman reportedly followed him out of the toilets and into the shopping precinct before he left the area.

Police were contacted, and the man was subsequently identified and taken into custody.

He was charged on 22 September 2026 with one count of using an optical surveillance device to record a private activity.

Further inquiries lead to second charge

On 21 October 2026, Perth Detectives confirmed a further charge relating to another woman allegedly filmed at the same restaurant.

The additional charge is also for using an optical surveillance device to record a private activity.

Police continue investigating department store toilets

Detectives are also investigating the man’s alleged movements through a department store at Forrest Chase before the restaurant incident.

Police say CCTV inquiries indicate he attended female toilet facilities within the department store earlier that afternoon.

Questions about privacy in public facilities

The case raises concerns about privacy and the use of mobile phones in spaces where members of the public reasonably expect not to be recorded.

Western Australia’s Surveillance Devices Act 1998 regulates the use of optical surveillance devices to observe or record private activities.

Public toilets are among the locations where people would ordinarily expect a high degree of privacy, regardless of whether those facilities are situated in a shopping centre, restaurant or other publicly accessible building.

The investigation also raises questions about what businesses can reasonably do to respond to suspected covert recording.

Investigation continues

WA Police are seeking further information as detectives continue their inquiries.

Anyone who used the relevant Forrest Chase department store toilet facilities between 3:45pm and 5pm on 20 September 2026, or witnessed suspicious behaviour, can contact Crime Stoppers on 1800 333 000 or online at www.crimestopperswa.com.au.
